1. WordPress.com allows bloggers to insert text affiliate links within post and page content to most third-party affiliate programs, provided they are not the primary content of the site in question.
2. Image affiliate links in posts and pages and any banners and/or affiliate links in sidebar or footer widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs.

No blogger initiated advertising is allowed on WordPress.com blogs. The only blogs that can be equipped for ecommerce are those with the $299. per year business upgrade. http://en.support.wordpress.com/ecommerce/
The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains. Advertising outside of WordAds at WordPress.com is not allowed.

I’m still confused. I read the doc you sent prior to posting my question. It says they allow affiliate links in WordPress.com for reputable merchants. I do reviews of products and would like to have affiliate links to them and from what I read, that’s allowed… I’m wondering how I can do that?

Don’t do that. You can’t use plugins on WP.com blogs.
Use plain html text links. You can’t make affiliate image links or use affiliate links in the sidebar.
We do not give instructions on how to use affiliate links here.
