That site is a WordPress.ORG install. Use this to answer your own question http://whatwpthemeisthat.com/ and know that theme cannot be used on any WordPress.COM blog. The only theme we can use on WordPress.COM blogs are found here https://wordpress.com/themes/
We provide support only for blogs hosted by WordPress.COM and that site is not one of them. You are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. I viewed the site’s browser source and saw that it was a theme called Multi:

Obviously it’s been heavily customized. Hope this helps!

Actually that’s not the same theme, even though it has the same name.
It’s a custom theme developed specifically for Pioneer Woman.
The custom WordPress theme developed by Pete Schiebel at voce_connect and updated by Crowd Favorite (www.crowdfavorite.com).
