How to fix problems with formatting: paragraph spaces and quotes?

I blog with Twenty Twelve. In the last few weeks I’ve started having problems with paragraph formatting. Two big isssues: sometimes the blog refuses to put spaces between paragraphs in the final view — even if they appear in the edit box, and no matter how many times I press “enter.” And sometimes the quote format simply refuses to apply. What can I do?

look at http://paper-bird.net/2012/01/31/letter-from-an-ex-slave-say-howdy-to-george-carter-and-thank-him-for-taking-the-pistol-from-you-when-you-were-shooting-at-me/, at the end, where nothing i could do could get a space between the quote and the last paragraph…
also http://paper-bird.net/2012/01/31/why-wont-obama-arm-human-rights-watch/ — paragraphs that should be in quote format (in the last 3-4 para.) are not, because i couldn’t get quote format to apply

Are you copying and pasting text into your posts at all? When I look at the HTML editor for that post in particular, I see a few <div> tags, which can sometimes cause layout issues:
