How to get a domain that someone has? Their account is inactive.

Someone has a domain that I want. It’s been inactive for over two years. Is there anyway I can get that domain?

The top level domain here is WordPress and all blogs hosted by WordPress are on .wordpress.com sub-domains.
There is no expiration date on blogs unused, reserved or otherwise.
