We cannot access the database and edit any metadata on free hosted WordPress.com blogs and insert any code at all. This is made clear to us in support documentation:
http://support.wordpress.com/com-vs-org/
http://en.support.wordpress.com/themes/editing-themes/CSS editing cannot be used to change anythging at all except appearance and fonts. It cannot be used to edit php of the HTML php creates on the fly. This is made clear here > http://en.support.wordpress.com/custom-design/#frequently-asked-questions
The notion that metadata heyword tags can create better SEO on your blog is unfounded. These days search engines pay more attention to your keywords in your content than they do to your keywords in Tags/Categories.
