  Hello sir, I want to know how I can have a blog having plugin function enable? Please reply I am new to wordpress. Thank you.

  Hello. Unfortunatelly if you use Wordpres.com free account you can’t add / enable third party plugins. But don’t worry the default widgets and plugins can be more then enough for you.
