how to get plugins section on my page.

how do i get plugins added to my wordpress blog? When i go into my page to add a plugin there is no section to add one. why is that?
The blog I need help with is: (visible only to logged in users)

We cannot add plugins on WordPress.com and there is no upgrade that gives that ability. http://en.support.wordpress.com/plugins/
If you want to use plugins you’ll need to buy your own domain and hosting and run your own website using WordPress.org
