Hi there,
Blogs hosted here at WordPress.com don’t have access to plugins. Most of the basic functionality is built-in like Akismet plugin, SEO metrics like uptime/speed are optimized, but it does depend on how you articulate your posts.
Similarly, custom theme files can’t be uploaded, these measures are in place to ensure security for all the users having their blogs on the WordPress.com platform.
Self-hosted blogs, where WordPress software from WordPress.ORG is uploaded to a web host can, however, use any sort of plugins/themes you want. Here’s a document on WordPress.com vs. .org.
Have you checked out the WP Stats feature on the Jetpack its awesome! I actually prefer it better: https://en.support.wordpress.com/stats/

If you use good blogging practices then SEO is built in – if you don’t use good practices then nothing can help you
