How to get started

We have registered our domain name with NameCheap, and have it hosted at SiteGround. Now we want to build the website, but all the articles we’ve seen are either outdated or not even relevant. Do we have to pay WordPress a monthly fee for the use of their material, as we had seen that WP is supposed to be “free”, so that’s confusing as well.
What we need is a VALID step by step guide to setting up the website, for users who have almost no technical background. And an answer to the question about what is free, and what is not. It would be great to actually talk to a human being if at all possible.
