how to get text to show when I mouse over my images?

Since changes were made to the visual editor I can’t figure out how to get text to show when I mouse over an image. I’ve asked this question twice already and gotten no replies.
(Please don’t tell me to put texttool in the “alt text box” because I’ve done that and nothing shows up when I go back and mouse over the photo)The blog I need help with is: (visible only to logged in users)

Normally you would put the hover text in the TITLE box, but since that is now gone you have to edit in html mode and inside the image brackets type this:
title=”my hover text”

I’ve got some embedded images created three days ago that are displaying the tooltip titles. And others created months ago which are not displaying them. Don’t know why. All of the images are uploaded from my files in the same manner. The one non-gallery image I uploaded yesterday does not display the tooltip title. -

Well if that isn’t just the most ridiculous set up EVER!!Does WP really think people want to frig around in html mode inserting title=”my hover text” when it was so simple and easy to create titles/tooltips just last week ???!!!!
And if you weren’t around to tell us how to do it, how would we know???Most retarded situation ever!!!

They are basically trying to drive users away from PC to mobile devices. I never use one of those to browse the internet, but perhaps the tooltips are not desirable on those, I don’t know?
I totally get that many, many internet users want quick posting options, but fail to understand why everyone then HAS to use fewer, simpler options because of that. It’s like saying, “hey, some people are dyslexic, so from now on we’ll only publish books with a lix value under 30”.
