All WordPress blogs by default have comments open on all Pages and Posts. You can enable and disable comments on free hosted WordPress.com blogs on this page > Settings > Discussion
Discussion settings is where you set up defaults for comments.
http://en.support.wordpress.com/settings/discussion-settings/You can override the default settings and enable or disable future comments on any individual post or page.

You can reveal it by clicking on Screen Options http://en.support.wordpress.com/screen-options/ on the top right corner of your Admin page, and checking the box that says Discussion so the module is included. http://en.support.wordpress.com/modules/#list-of-modules

You already have these buttons. Click any post title to see them display at the end of the post. Example > http://recordsfacts.wordpress.com/2014/03/02/jann-arden-living-under-june-1994/

That’s the link to the front page of your blog and on that page all your published posts will appear. We reblog posts in blogs. We do not reblog whole blogs. The like button is likewise for use on posts and pages. It’s not for use on whole blogs. The gray colored Admin bar at the very top is also where we find those links like and reblog links when we are logged in and visiting another WordPress.com blog.
