How to get the plugin panel

  Hi,

  I am fairly new to wordpress but have created a blog. I would like to install plugins but I don’t have the Plugin Panel in my administrator menu. How can I do that? Is this maybe limted to the theme I am using? I am using the Freshy theme.

  If you’re hosted here at wordpress.com, then you don’t have a Plugin Panel. We can’t upload plugins.
