How to have a valid web address for the public to see?

How do I make my blog visible to the public. If I type in http://cerbeck.wordpress.com it comes back with a blank page and says that no content can be found. I need this site to be visible as it is an important part of my Capstone project.
The blog I need help with is: (visible only to logged in users)

Every blog here has the same front page error message when we first register it.
Nothing Found

It takes weeks for search engines to index content in a new blog and/or to re-index content under a new URL. What attracts search engines is unique content in posts (not pages) that cannot be found anywhere else on the internet.
