Hosting a WordPress site locally is only possible with the open source version of WordPress made over on WordPress.org. It’s not possible with sites hosted on WordPress.com.
To do this you’ll need special software like WAMP/MAMP, or Local by Flywheel.

I installed XAMP and developed a Website through WordPress. My question is how I can move the website to Server -
You’d do that via FTP/SFTP at your hosting provider. First, you’ll need to get FTP credentials from your host. Then you’ll use software like FileZilla to connect to your server using FTP, and upload the files from your computer.
The folks in the WordPress.org forum I linked to above will be better able to advise you on this.
On WordPress.com we offer SFTP access on the Business and eCommerce plans, but you won’t be able to upload a local-hosted site to WordPress.com in this way. This is because we’re a managed host, and don’t allow editing of certain WordPress files and database tables. Other managed WordPress hosts could have similar limitations, so it’s best if you check with your preferred web host directly about this.

Great, another one doubt which folder I have to transport to server, the whole project folder if I work in wordpress folder which contains all the templates and all other Editor codes I have to transfer? Or any other particular website folder need to transport

What is the directory structure of the local installation?
We would need to know where that folder resides as the one you describe feels non-standard.

My Folder structure is C->Xampp->WordPress Website Project folder, please let me knowwhether the complete WordPress folder have to hosted
