How to I legally share another person's article in my blog?

I have made so many mistakes lately on WordPress, I just want to make sure I do this right. I want to share and comment on an article that I read (it is not a blog that I can tell and does not have a reblog option). The title of the article I want to comment on is , “Creating A Culture Of Hope–Not Fear–Around Sustainability.” Can I put that as my blog post title or does that pose some sort of copyright infringement? I was planning on putting that in my title. Writing a few sentences of commentary on the article and then providing a paragraph quoted directly from the article (would I do block quote, italics or what is the best way to indicate I am quoting another article?) and then the link for readers to read the whole thing. Is that the right way to do it?

If the post you mentioned is on a WordPress.com blog, I’d recommend using the Reblog option. Reblogging a post will make sure that the original author gets proper credit, but it also gives you a chance to add your comments.
If you’d like to share the article in a different way, you could also try getting in touch with the author to make sure you’re sharing it in a way that they’re ok with. :)

@Rachemcr . Thank you, that’s a good suggestion for the non-Wordpress articles ;-) Otherwise, I would reblog. Plus, if I share an article, the author might want to share my commentary with others. We would both giving each other traffic. Could only be win win.
