How to I migrate from wordpress.com to wordpress.org?

Hello,
I currently have a wordpress.com account with my own URL. I’m going to hire a Brazilian web host called Locaweb and they said that WordPress would have to complete the migration for me (after I have hired their services).
I read somewhere once that I would pay a fee to wordpress to complete the migration of me, so not to lose my content and then proceed with the hosting on wordpress.org. Is that correct?
If so, to can I do that?? All I want are: Plugins and the ability to host ads on my site to finally get a return on all the hard work I put into my blog. I understand that it’s not possible with WordPress.com and it IS with wordpress.org.
