How to improve SEO on a WordPress.com site…

I have a client, for whom I built a site using WP.com, and then added his old site’s domain to it. He recently was approached by a guy who has told him that he’s not getting new customers at the rate he wants because he needs better Search Engine Marketing and Optimization. He said that he can undo “…the damage that has been done to the search engine rankings for FishingOregon.net,” by me not using a 301 Redirect.

The WP.com site I designed does redirect to fishingoregon.net, as part of the Premium Package the client purchased.

So, am I missing something, or are there other steps I could take? What could an SEO specialist offer a wordpress.com site that might actually be worth the investment. It is my understanding that WP.com themes/templates are 80 – 90% already SEO’ed, out of the box. Isn’t it sort of a snow job for someone to contend they can improve search engine “rankings”, when the site is on wordpress.com?

    Thanks,
    Steve
