how to include css with widgets?

  Hola,
  my question is pretty basic, but is nowhere mentioned in tutorials…
  how to include a .css file with the widget plugin (that will be initialized)?
  I’ve found the functions wp_register_style and wp_enqueue_style but their usage is shady for me…
