In wordpress.com, you can only use the themes that are available under Appearance in your dashboard. External themes cannot be uploaded. You can, however, use Custom CSS to style your existing theme.

Then I am the only designer, how can i set CSS. so i’m quieting that idea for the now,
It’ll be helpful if u can tell me how can i get my blog name only “rajshewate.com/blog” or “rajshewate.com” currentaly it is “rajshewate.wordpress.com
Or for this do i need to use other blogger.com or http://blog.co.in/

assuming you have a wordpress.com blog it can easily be done from your dashboard -> upgrades -> domain then follow the instruction given there.hth

I had no idea there was a difference b/w the two. Why would they do that? Just to screw with people?

Themes used here at wordpress.COM have to be edited for security issues and modified so that they will work on the multi-user version of wordpress used here. Themes found on the internet are for self-hosted wordpress blogs using the software from wordpress.ORG.
There are a growing number of themes and plugins out there that have malware and such built right into them, and being a multi-user platform, if you uploaded a theme with malware, or a theme with a security hole, you would be endangering all blogs here.
