How to install additional plugins on WordPress.com blog on a free plan

Hi
Two things: 1) My site is on a free WordPress plan; and 2) I do not have a local WordPress installation–I currently write posts through the online portal.
I want to install an additional plugin: the POWr button plugin. But in the online editor, I don’t see an option where it lets me add a new plugin. I’m wondering if the reason for this is because I’m on a free plan, or because the options for adding features online are limited and I would need a local installation to do so.
In general, can one install additional plugins on a free plan?

There is no FTP access to wordpress.com blogs and no blogger installed plugin capability. Those exist only on wordpress.ORG software installs and no upgrade alters that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you are referring to a site that is not hosted here, and if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
