This forum is only for blogs/sites hosted by WordPress.com
WordPress.COM and WordPress.ORG are completely separate and different http://support.wordpress.com/com-vs-org/And you should ask in the WordPress.org forum.

Ask on http://wordpress.org/support/ and read about the differences: -
If you use WordPress.COM for your blog – you CAN’T use third party outside themes – you are limited to the 250 or so themes developed specifically for WordPress.COM

Depends on the age of the blog in question – my site shows 443 available themes – but at any rate – a nice selection to choose from

Of course. But anyway there are many more than 250.

155 premium (costs extra)so depends on if someone wants to pay extra for a theme – I prefer to give a smaller number (and I was a bit high) on themes that don’t cost extra since many folks moving here don’t want to spend a lot of money to get started
