How to install Google Language Translator plugin?

  Is this plugin just for advance accounts? Is there any other way to get WP translate into other language? What abput the function: enable translation, I activated it and nothing happened.

  The blog I need help with is: (visible only to logged in users)

  Automatic translation is not available to WordPress.com sites. There are some plugins you can use, but for security reasons, plugin installations isn’t available at WordPress.com sites.
