Google Analytics support on WordPress.com is only available as a feature of the WordPress.com Business plan.
If you have upgraded to a Business plan, Google Analytics can be enabled in Settings → Traffic:
WordPress.com sites have built-in stats tracking by default that provides some useful insights. You can also verify your site with Google Search Console for some additional info.
