How to install plugins in wordpress??

I saw some questions answering using admin help or FTP we can install plugins. But i couldnt understand it clearly & i didn’t found any options for plugins anywhere. If possible pls give a clear navigation for a general user to find plugin option & how to install it..? screen shots would be an added advantage to me. Thanks in advance.

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org. You can find out more about this topic here: http://support.wordpress.com/plugins/
However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/

thanks for immediate response mac. but i would like to know few functionalaties in wordpress.com. That how we can meet that requirement & able to create that.?
Requirements is something like:
1. I would like to upload some documents like doc,pdf’s and it should be able to download it in future..
2. I would like to add a polling widget in my blog..
3.And same thing like easy chart builder.
4. chat room code who login to that page
5. Scroll up of news/eventsCan u pls suggest me an alternative way to build this in my blog.

3. We don’t really have something like that, but if you make the chart in an application, you can upload it as an image: http://en.support.wordpress.com/images/

One more issue i have. I am unable to change font size for selected text. Can any one explain me the procedure to change the font size.
Lastly is there any widget or a procedure to create a online text pad in my blog..where any one who visits my blog can write something there instantly without any logins..so that others can see it.
Actually the purpose of that text pad is something..instead of explaining whole procedure i mentioned the requirement.
