How to install the Facebook Conversion Pixel onto my blog?

  I’m wanting to install the Facebook Conversion Pixel onto my blog so that I can do a paid boost on FB and include re-targetting. I am following the instructions here. https://www.facebook.com/help/328988437301229 but can’t access the plugins on my blog? Any help would be much appreciated.   WordPress.com does not offer the option to install third-party plugins. If you would like more control over plugins and the option to install your own, a WordPress.org setup would be the best solution for you.
