How to install the qTranslate plugin?

I can’t find the place in the dashboard where I could download and install the qTranslate plugin.
The blog I need help with is: (visible only to logged in users)

We do not have FTP access and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/

Note: You can copy and paste the code on my Translations page and then replace every occurrence of my blog’s URL in the code with your own blog’s URL. -

I don’t want a translation website to automatically translate my blog, I can do that by myself. I’d just need a way to make my blog available in other languages.

That would be a great idea, but impossible for me since I use pages instead of articles…
I think I have to give up on publishing in different languages.
