  Hey there,

  You won’t find a plugin tab in the dashboard because plugins such as woocommerce are installed and utilized solely for those with self-hosted WordPress.ORG installs:
  http://support.wordpress.com/com-vs-org/

  The good news is that there are plenty of plugins already bundled and configured within the WordPress.COM blog/site. You can find out about bundled WordPress.com plugins here:

  Since Automattic acquired WooCommerce a year and a half ago, I am surprised that WordPress.com doesn’t as yet offer a mainstream service level with WooCommerce. I presume it’s a problem with that Plugin creating database tables that the grid does not condone.   I have read that “WordPress.com VIP now offers WooCommerce support”. Referencing https://woocommerce.com/hosting-solutions/

  It would be nice though to be able to WooCommerce without having to go full on VIP, particularly for smaller to medium stores that don’t require all that VIP offers/costs.
