I have registered a domain name for a website, but my blog will be a spinoff on the website with a different name: how do I know that this particular blog title is available & how do I subsequently protect it, since I can’t change the name of the website on which the blog will be hosted. (It will be a website/blog in effect.)

By registering the WordPress.com blog address you want under your current username. Blog titles can be anything regardless of what their address is.
I’m not sure what you mean by “protect it”. If you registered the address, it’s yours.

Did you purchase the domain name through WordPress.com?
Are you planning on mapping that domain to a website you created or will create here on WordPress.com?

If you want a subdomain of whatever.com, like blog.whatever.com, and you already own whatever.com, then you don’t have to do anything; nobody else can use any variant of that. If what you want is for your blog to have a custom URL like something.com while your website has whatever.com, then the solution is to buy something.com and just hang on to it and not buy the custom domain mapping until you’re ready.
