How to limit posts on front page?

How can I limit the number of posts that show up on the front page? I would prefer the previous months posts to be moved to another page (titled previous issues), and the current posts for this month to only show up on the front page. Also, I want to limit the front page to this months “top storied” posts. Is this possible?

You can control the number of posts displayed on your front page through Settings > Reading.

The only way to target a particular month would be to use an archive page like this:
http://dbyrd4.wordpress.com/2014/03/
However, this does not allow your readers to click on Older Posts to see more posts.
If you only want certain posts to appear on the front page, you may want to make them sticky? Or use a Category Page as your front page?
