How To Link Navigation Bar To Tagged Posts?

Hello. I have a blog that has reviews of Cambridge, MA restaurants, pubs, site-seeing etc. My blog posts are tagged by these categories. How can I make my top navigation bar categories link to these tags. For example, when you click on the navigation bar category “Restaurants” it goes to all my blog posts tagged restaurants?
Also, is there a way to have one of my navigation bar categories link to another url?
I’ve been all over the web and haven’t been able to figure it out. Any help would be much appreciated. Thanks!

Top navigation is for (static) pages, not for post categories. You need to file your posts under those categories, not tags, and add the Categories widget for your sidebar.
If you must have them in your header, you can do it this way:
