What I mean is that there’s a website, bringchange2mind.com that I would like to link one of my blogs to, bipolarromayka.wordpress.com.
Is it possible for an outsider to put a link on the bringchange2mind.com or do I need permission from the host? How do I go about it? I believe if I will put a link to my website on the bringchange2mind.com, I would get more traffic that way.

Pretty much any site can link to any other site – no permission required – you could put a link to my site if you wanted and not much I could do (but our sites are way different subjects so doubt it will happen) – or I could link to yours – fairly common actually
the only limit here is if you have a site that is just designed to drive traffic only to outside sites
