Do you mean one on the internet? Same way you link to any other file or website like the following:
<a href="http://thewebsiteyoufound.com/thefile.ppt"</a>If you use the “visual” tab, hightlight the text, click on the link button and paste the URL.
If you have the space upgrade, you can actually upload a powerpoint file and link to it in the same way.

You need to go to this site:
slideshare.net
and upload your PowerPoint to that site. Then you can embed the show on your blog. Her are the guidelines:

But, i need a website that lets you put in slideshows with timers on them. And i also heard of one where you click on a link to the slideshow and it appears in full screen with timer and everything.

Then this might work. I haven’t tested this method myself:
1. Have Vod:Pod’s Beta Button installed. Otherwise displayed embedding is not possible through this site
2. Go to the site called Scribd and upload the document from the internet or your pc
3. When uploaded click the Vod:Pod button
4. Click publish in the new window

I sorry – I just tested it now. It is not what you are looking for. It converts PPS into a form of pdf.

Have you been to http://www.slide.com/ ? They might have what you ask for. I guess you need to work your way down the list on those sites allowed for embedding on WordPress.
