how to link to the blogger who commented

That’s not a very clear title, sorry.
When a comment is left on a blog, why does the name not link to that person’s wordpress blog, if they have one? On blogger, it is possible to link the name to any website or blog. Is there a way of doing this on wordpress?

If the commenter is logged in to wp.com, or if they fill in the website link (to any blog/website they like) in the comment form, then it will be linked. If not, not.

This doesn’t seem to work for me. I did a test by posting two comments, one when logged in and one when not. When not logged in, it linked fine. But when I was logged in.. No link!
This seems to be the same for people who comment on my blog, also. Hmm.. -
Many people comment without leaving a URL. If you want to go to the trouble you can google them and perhaps find their blog URL that way if they have one. You can then go into edit comment, copy the address into the URL field, and save.

But my real issue is that when im logged into wordpress and leave a comment, my name does not link. -
