How to make a static front home page?

I want to figure out how to make a static front home page on my blog. I want the home page to have my blog name and tagline with an area that will say recent post (a preview of them or just says recent post) and a call to action. Is this something available to the free wordpress.com?
The blog I need help with is: (visible only to logged in users)

I notice that your front page is presently displaying excerpts of the latest posts with links to the full posts. Some themes have a feature called “Recent Posts” on a static page that is either set as the front page, or has a particular page template assigned to it, or both. The Edin theme that’s applied to your site doesn’t have such a feature, though you could make the latest posts one of the items in the featured pages if you set a static page as the front page and assign the front page template to it.
