  Somebody can help me how to make a theme?

  Make a theme? On wordpress.com you cannot “make” a theme, you can only chose between the 70 or so themes available. All can be styled with CSS, if you buy the CSS Upgrade. The only really “makeable” theme is the Sandbox theme, but only with some heavy CSS styling.
