How to Make a WordPress Site Live

Hi everyone, I work for a non-profit that hired a vendor to customize a web template for our organization using WordPress. I am using the template to build individual websites for our various volunteer chapters around the world. I set up this new site:
However, it’s not clear to me how to make it live on the back end – I do have Network Admin rights. Every time I go to http://athens.agbuyp.org/, the WordPress sign-in page comes up, not the site. (Oddly enough though when I created this site, http://atlanta.agbuyp.org/, it was live automatically – so I’m not sure what is going on).
Is there an obvious place to go on the backend to make a site live that I’m missing?
Any help would be appreciated!
(*This form is asking me to indicate the blog URL – none of them are applicable – I just picked one so I could submit this form – this is the site I am having trouble with making live right now -http://athens.agbuyp.org/ – I normally access it via a shared ID & PW.)

I’m sorry to hear you are having trouble, but I’m afraid we can’t help you here. This is a support forum for sites hosted on WordPress.COM and you are building a self-hosted site using the WordPress.ORG platform.
