  There isn’t a built in under construction page at WordPress.com, but you could use the privacy option to display a note that the blog is private while you work on it: http://en.support.wordpress.com/settings/privacy-settings/

  Did you edit and change the hex color codes in the color declarations above? The ones listed above are the original colors.

  First, you will need to get the proper image sized on your own. You need to do that separate from CSS questions in this forum.

  http://thecarteblanche.com/ is currently using the Modularity Lite theme and you can upload a header image that you create that is at least 950 × 200 pixels in size through the Appearance → Header page. Here is some code that will add the header image you provided to the top of the page in your Modularity Lite theme. Note that if you update the image, you will also need to adjust the height and width.

  okay so how big is the full width and length the header could go for moularity lite theme?

  If you use the Appearance → Header page, it’s 950 × 200 pixels.

  If you set it manually with CSS, the current container width in your site is 950px so you might want to stick with that as a width and the heigh can vary to be whatever you want.

  Be careful to make sure the image is not too large.

  We only help with CSS here. You need to make the picture the size you want on your own.

  Your CSS is correct, except just make sure there is no space between “url” and “(” and check to make sure you used the exact right image URL.
