How to make my site accessible to blind people?

Dear all, let me please ask you if you have experience with creating websites accessible for blind people. My current client wants me to build a website for their NGO helping the blind and they also want it to be accessible on internet readers for blind.
Do you have any suggestions on how to solve this in elegant and cheap way? :)
