How to make shoutbox

iam a beginner, and i want to add shoutbox in my sidebar, somebody help me please

In the search at the top right of this forum you can find a few topics on this subject:

But javascript code isn’t allowed on WordPress.com due to security reasons. And all the shoutboxes out there are javascript I believe.
But we do have a Meebo widget:
