Hi,
See the Image Links support page. For some odd reason, WordPress.com doesn’t give an example of what the HTML code of an image link looks like on that support page, but does on the Text Widget Links support page.
The destination URL of an image link may be that of an external or internal page, post, etc.

Your theme Pique has two built-in button styles. Here are two examples:
<a class="button" href="your-link-here">What's on now</a> <a class="button minimal" href="your-link-here">Pay us a visit</a>You can see these buttons in action at the top of the Pique demo:
https://piquedemo.wordpress.com/We also have a general guide to creating call-to-action buttons in any theme:

Just let me know if you need further help with it!

The call to action buttons are redirecting to the pages. I want it to take me to the panel not the page itself

YemiOlutoye – you can have the buttons link to panels in Pique. Could you please provide a link to your site running Pique and let me know which panels you want the buttons to link to so I can help you with the code? Thanks!
