  Usually this is all done through the WP Admin portal. If you log in to WordPress.com, click My Sites, then click on the link to WP Admin in the left hand part of the page it will take you there.

  This page gives a quick overview on customizing, along with links to the various customizations that you can make to a WordPress blog.
