You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase upgrades at > Dashboard> Store > My Upgrades

Your billing history will be at Dashboard > Store > Billing History
https://en.support.wordpress.com/billing-history/ Your Billing History page is where you can print out your own receipt. https://wordpress.com/me/billingWordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.

Just an issue: the XML file of my previous blog has 21.5 MB – and the ‘Import’ page at WP says ‘maximmum size 15 MB’. When trying to upload this file I’m receiving this message:
“This does not appear to be a WXR file, missing/invalid WXR version number” -

Staff will respond to all threads tagged for their attention in datestamp order serving those that were tagged first, first, as would be expected. Then they will work their way forward to the most recent tagged threads.

What are the site addresses – specifically which site are you expecting from? I can see one WordPress.com site in your account but it doesn’t have any data:
If you’re exporting from a self-hosted site it could be having issues if the site is running an older version of WordPress. You could try getting an sql dump of the database from your host instead and then importing that to the new site.
We also have a plugin for self-hosted sites called VaultPress which will let you migrate the site to a new host:

Actually, on re-reading your first question I think you’re trying to import the file here at WordPress.com, is that right? I’ve just sent you an email – reply there and attach the xml file and we can run the import for you.

Ok, we’re limited to 15MB. When you do the export, separate it into parts. Instead of exporting “All content” choose Posts and Pages first and continue creating an export file each time.

Thanks, Rachel, but I sent a compressed file – just 2.7 MB for the entire content. I had forgotten this possibility :)
