How to move Leave A Reply box to the Top of Comment Feed

    I am very new to the WordPress.com world and have a fairly popular site that’s heavy on comments. But the Leave A Reply box is at the bottom of the entire comment feed. You have to scroll past 50 comments to leave one. How can this be moved to the top of the comment feed or immediately following the post? I have CSS upgrade but have no clue how to use it. I am using the Monster theme right now.
