Hey @klbarron, are you talking about the titles on your navigation bar? If you don’t have a menu created, here are the steps to create them. If you already have one, you could go Appearance -> Menus and then select the menu you want and for each item, there will be a checkbox to open links in a new tab.

Thanks for the quick response. Actually, I’m a writer so I have some selected short works on my static homepage. Some are links to works published online, but some works aren’t, so I want to open a file in a new window, and I can’t figure out how to do that.

Okay, I see. So, if you edit the page that is set as your homepage, you can choose the links to open in new tab.
