Changing the order of tags in the Tag Cloud widget isn’t an option available on WordPress.com. Sorry about that!
The Custom Design upgrade offers the option to apply custom CSS, but CSS can only be used to customize the appearance of elements and it cannot change functionality, such as tag ordering.
