How to Override menu style with CSS

I’ve read several posts attempt to follow the suggestions offered, but with no luck. Any suggestions or enlightenment is appreciated.
I am attempting to increase the font size of the navigation labels of a menu (simple, right?), but with a kind of twist. I have co-opted a menu location to use as a kind of header tag line. I created a blank menu with a single label. I have tried everything I can think of to no avail. My latest best attempt to customize CSS:

font-size: 20px;
line-height: 24px;
}A further challenge is to change the font size of the primary menu (located in the header area) while leaving the secondary menu of the left unaffected.
I assume there is style embedded in the theme that is overriding all customization attempts.
The label I am referring to is the one location beneath the header:
“EXPERT ORIGINAL CONTENT AND EDITING SERVICES FOR THE WEB, ACADEMIA, BUSINESS AND THE PUBLISHING INDUSTRY”

This is referencing the menu in the left hand sidebar of the site? Items are Home, Writing Samples, Rates, Contact.
I am a little confused reading the original post, so I’d like to make sure I understand fully before making any suggestions. Is the menu described above to stay in the current location or do you wish to move it to a new location on the site?
The label I am referring to is the one location beneath the header:
“EXPERT ORIGINAL CONTENT AND EDITING SERVICES FOR THE WEB, ACADEMIA, BUSINESS AND THE PUBLISHING INDUSTRY”
This text in the site header is to different than the previous menu that I’ve mentioned? Please share a bit more details. Thanks :)
