How to pay for upgrades

I want to upgrade and get my blog working again. Apparently it is frozen and I can’t add another post. It must be b/c my credit card on record is not the one I use now, therefore I need to pay and get moving again.
WHERE do I go to pay for my upgrade and get my blog unlocked?

The nameservers appear to be set up correctly for sandyshopefulroom.com. Which upgrades are you referring to?
Upgrades set to Auto Renew are automatically renewed every year using the credit or debit card information provided upon purchase. To change Change Credit Card Details see here http://en.support.wordpress.com/change-credit-card-details/
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase or renew upgrades at > Store > My Upgrades
Your billing history will be at Dashboard > Store > Billing History
Below are the only accepted means of payment.
http://en.support.wordpress.com/payment/WordPress.com uses PayPal as the payment processor, and as such, can only accept payment from countries they support: https://www.paypal.com/worldwide/
If for whatever reason, they have chosen to block payment from your country, you will not be able to purchase an upgrade here unless you have a source of payment outside of your country. Note: You can buy a prepaid credit card from an approved country.
In addition to major credit cards Mastercard, VISA, American Express, Discover, and PayPal https://www.paypal.com/worldwide/ WordPress.com can accept echecks and some debit cards.
The debit card must have a VISA or Mastercard symbol on it, and should work just like a credit card when selecting the VISA or Mastercard option on the payment form, even though it’s a debit card.
