How to pay the plan as I am not the one who orders

  Hello,
  I need to create a blog on wordpress.com, but I’m just the webmaster, I’m not the person paying for the premium plan, what can I do?
  Should I ask the person who orders the site to create their profile first, pay and register me as an administrator?

  That would be a good plan. Sites belong to the person who creates/purchases them. You might not want to pay and then get annual renewals charged to your bank account.
