How to put posts into categories under Menu heading

Posts are complete in edit mode and have been tagged with their specific categories. The categories have been established under one “Menu” heading, but when I go to preview mode, menu is not there so three categories are showing and no posts. Can this only be seen after publishing and if so and I don’t like it, can I “unpublish” and republish after further editing.

Yes, the Categories will only display if have at least one published post. There’s no way around that at this time.
