In a wp.COM blog you can only use one of the themes available under Appearance > Themes.

No. Not with your wordpress.com blog.
You’d have to go to wordpress.ORG, download the free software, get yourself a host, etc.https://en.forums.wordpress.com/topic/please-read-me-first-before-posting?replies=1

You can not use themes except the themes you already have.
That is as simple as I can explain it.
You cannot use themes from outside your dashboard.

You cannot use any themes except the ones you already have.
